LDP Delayed FTN Deletion

OcNOS implemented a mechanism to delay the deletion of FEC-to-NHLFE (FTN) entries when an interface goes down. It allows the Label Distribution Protocol (LDP) to postpone sending FTN delete messages to the Network Services Manager (NSM) when an interface state changes to down. Instead of immediate deletion, LDP starts a configurable timer. The FTN entries are only deleted when:

1. A route update/delete is received from the RIB (Routing Information Base).

2. The configured delay-ftn-delete timer expires
